What outcome is the budget meant to buy?
Define the business objective before comparing channels. An awareness campaign, a subscription offer and an enterprise lead program need different success measures. Record the intended audience, buying stage, geography and time horizon. A publisher citation count and an influencer’s reported reach cannot be treated as interchangeable units simply because both appear in a marketing report.
Inventory complete costs: creative work, production, placement, licensing, software, review and measurement. Identify existing contractual commitments and which part of the budget is actually available for a test. Use public software prices when relevant, such as Rankfor’s pricing page, without importing private negotiated terms into a public benchmark.
Which evidence belongs to each channel?
Ask what each observation demonstrates. A verified campaign delivery record concerns delivery. An audience interaction concerns engagement. A CRM-qualified inquiry concerns a commercial response. A recommendation in a sampled answer concerns that answer under its recorded conditions.

What would a bounded test look like?
An illustrative team wants more qualified demo requests from a defined segment. It could test an evidence-rich comparison resource with a documented distribution plan, while retaining an existing creator program as context. Define the budget, audience, qualified-lead rule and review date in advance. Keep overlapping exposure visible; a buyer may see the creator and later use an assistant.
Choose the comparison design according to what the team can credibly measure. A simple before/after review can inform a decision, but it does not isolate incrementality when seasonality, sales activity or product availability also changed. Ask for stronger experimental design when the investment decision depends on a causal estimate.
Where do citations help the decision?
A source map may identify relevant information environments and gaps in the evidence available to answer a question. It cannot show how many people follow an influencer or tell you what percentage of budget belongs to a publication. Inspect the actual content and audience fit before proposing an investment.

Write the final recommendation as an amount or bounded test scope, the decision it will inform, the observations required and the condition for continuing. Keep “not enough evidence yet” as a legitimate outcome when deciding whether to change the budget.
